About CalHHS
The California Health and Human Services Agency (CalHHS) oversees a wide range of state programs related to health care, behavioral health, social services, public health, and equity. Its departments administer programs such as Medi-Cal, CalFresh, WIC, IHSS, and others that support millions of Californians every year.
Guiding Principles
In May 2025, CalHHS published its updated strategic framework. The document outlines five guiding principles that shape how the agency approaches its work, as well as five strategic priorities that describe what it is working toward in the coming years.
These are the five principles that inform how CalHHS designs programs, sets goals, and works with partners:
- Focus on Equity
Programs are intended to reduce disparities linked to race, gender identity, disability, and other social factors. - Actively Listen
The agency emphasizes community input and consultation when shaping services. - Use Data to Drive Action
Decision-making is guided by data on outcomes, service usage, and gaps in access. - See the Whole Person
Services are coordinated across systems when possible, rather than delivered in isolation. - Cultivate a Culture of Innovation
CalHHS supports collaboration and adaptation across departments and with local partners.
Strategic Priorities (2025–2026)
1. Build a Healthy California for All
Focus areas:
- Expand access to physical and behavioral health care.
- Increase availability of preventive and outpatient services.
- Support culturally and linguistically appropriate care.
- Maintain access to reproductive health services.
2. Integrate Health, Housing, and Human Services
Focus areas:
- Coordinate care for people with complex needs, including those experiencing homelessness.
- Expand “housing first” models and permanent supportive housing.
- Integrate health data systems to improve care coordination.
3. Strengthen Social Well-Being, Equity, and Economic Resilience
Focus areas:
- Improve access to education, workforce programs, and financial supports.
- Expand immigrant integration services.
- Increase language access across public programs.
4. Advance the Well-Being of Children and Youth
Focus areas:
- Improve mental health services for children and adolescents.
- Support family-based care models in foster and juvenile systems.
- Expand access to childcare and early education.
5. Build an Age- and Disability-Friendly State
Focus areas:
- Advance the goals of the Master Plan for Aging and the Master Plan for Developmental Services.
- Expand home- and community-based care options.
- Improve employment access and housing for Californians with disabilities.
Why It Matters
CalHHS's updated framework reflects ongoing efforts to modernize health and social service delivery across the state. By publishing its priorities in advance of new program data and policy updates, the agency is attempting to provide a clear direction for both internal planning and public accountability.
