The 0-5/Maternal Behavioral Health Initiative, managed by California's Behavioral Health Services Oversight and Accountability Commission (BHSOAC), is designed to provide significant financial support to nonprofit community-based organizations (CBOs) across the state.
The goal is straightforward yet vital: enhance services to improve mental health, reduce out-of-home child placements, boost educational success, and promptly identify developmental delays in children from birth to five years old, as well as support the mental health of mothers and caregivers.
Grant Details, Dealines, and Eligibility

This targeted funding, part of California's Mental Health Wellness Act (MHWA), will award six grants to local organizations based on the size of their counties:
- Small counties (population ≤200,000): Two grants, $2 million each
- Medium counties (population 200,001-750,000): Two grants, $3 million each
- Large counties (population >750,000): Two grants, $4 million each
Awarded organizations will serve as lead agencies, tasked with creating partnerships among local nonprofits and service providers, including establishing formal agreements to ensure robust collaboration and system improvements.
Eligible applicants include nonprofit public agencies and established nonprofits registered in California, operational for at least two years, and experienced in providing behavioral health services to young children and their families.
Allowable Uses of Funds
Organizations receiving the grant funds can use them for personnel, training, technology enhancements, data collection, capital outlays, and other essential program supplies. Administrative costs must not exceed 15% of the grant amount.
