The Department of Financial Protection and Innovation (DFPI) serves as California's premier financial regulator. Formerly known as the Department of Business Oversight (DBO), the agency was rebranded and expanded following the California Consumer Financial Protection Law (CCFPL) of 2020. This legislation granted the department broader authority to oversee previously unregulated industries and "foster responsible innovation" in the state’s financial marketplace.

What They Regulate

The DFPI’s jurisdiction is vast, covering a wide array of financial entities that operate within California. Their oversight includes:

  • State-Chartered Banks & Credit Unions: Ensuring the safety and soundness of local financial institutions.
  • Digital Assets & Cryptocurrency: Monitoring the crypto marketplace, regulating crypto kiosks (ATMs), and tracking digital investment scams.
  • Money Transmitters: Regulating apps and services that move money (including some crypto-asset companies).
  • Student Loan Servicers: Overseeing companies that manage student debt to prevent abusive practices.
  • Payday Lenders & Debt Collectors: Enforcing interest rate caps and fair collection practices.

Consumer Protection & Enforcement

Beyond licensing, the DFPI acts as a watchdog for California consumers. The agency reviews thousands of complaints annually, using this data to identify trends in financial fraud.

When the agency identifies systemic abuse, it has the power to launch enforcement actions, levy fines, and coordinate with federal partners like the Consumer Financial Protection Bureau (CFPB). For individual consumers, the DFPI also offers a complaint mediation service, attempting to resolve disputes between customers and financial service providers.
