CA-TREC Program: Contractor Training Incentives in California

The CA-TREC program helps California contractors get certified to install energy-efficient systems and access IRA-funded projects. Learn how to qualify and apply in 2025.

The CA-TREC Program—short for California Training for Residential Energy Contractors—is a new workforce development initiative designed to support contractors, electricians, and tradespeople in the clean energy economy.

Funded by the Inflation Reduction Act (IRA), CA-TREC offers financial incentives for training, tools, and apprenticeships to help workers install the systems supported by California’s energy rebate programs like HEEHRA and HOMES.

What Is CA-TREC?

CA-TREC is part of a national push to prepare workers for the surge in demand for energy-efficient retrofits, heat pumps, and home electrification. California received $10.3 million in federal funding for CA-TREC in December 2024.

The program is currently under development by the California Energy Commission (CEC), with rollout expected later in 2025.

Who Is CA-TREC For?

CA-TREC is designed for a wide range of professionals and learners, including:

  • HVAC contractors
  • Electricians and electrical apprentices
  • General contractors
  • Energy efficiency professionals
  • Building performance specialists
  • Workforce development centers and trade schools

If you're involved in residential energy installations or training others to do this work, CA-TREC may apply to you.

What Incentives Will CA-TREC Offer?

The CEC has indicated that CA-TREC funds will be used to support training through:

Covered Expense CA-TREC Support
Training program tuition or fees ✅ Eligible
Travel to attend classes or certification courses ✅ Eligible
Apprenticeship or internship stipends ✅ Eligible
Tools and safety equipment required for training ✅ Eligible
Certifications for HEEHRA-related technologies ✅ Eligible
💡
Bonus Tip: Getting certified early could make you eligible for high-demand rebate installations once HOMES and HEEHRA Phase II expand statewide.

How to Apply for CA-TREC Incentives

The program is still being finalized, but here’s what you can do now:

  1. Stay informed by subscribing to updates from the California Energy Commission.
  2. Start exploring TECH Clean California contractor training resources.
  3. Contact your local workforce development board or trade school to learn about pre-approved pathways.
  4. Prepare your business or union to participate once CA-TREC launches.

We’ll update this page the moment CA-TREC officially opens for applications.

Why CA-TREC Certification Matters

Contractors who complete CA-TREC-supported training will be well-positioned for:

  • Inclusion in TECH Clean California’s approved contractor list
  • Eligibility to install systems under HEEHRA and HOMES
  • New business opportunities through statewide decarbonization projects
  • Compliance with IRA guidelines and future clean energy funding rounds
