California Community Colleges Board of Governors Elects New Leadership for 2025
The California Community Colleges Board of Governors has elected Hildegarde B. Aguinaldo as president and Bill Rawlings as vice president for 2025, marking a new chapter in leadership for the nation’s largest higher education system.

SACRAMENTO, CA. — The California Community Colleges Board of Governors has announced new leadership for 2025, electing Hildegarde B. Aguinaldo as president and Bill Rawlings as vice president. The unanimous decision, made Monday, marks a transition for the board, which oversees the largest system of higher education in the United States.

Leadership Transition
Hildegarde B. Aguinaldo, who previously served as vice president, takes over the presidency from Amy M. Costa, who led the board for two years. Costa will continue to serve as a board member for the remainder of her six-year term.
“I am honored for the opportunity to lead the board,” said Aguinaldo. “I am deeply committed to our students and firmly believe that California community colleges are a powerful force for change, providing students with the tools, knowledge, and opportunities they need to meet their higher educational goals. In these crucial times, our mission continues to advance Vision 2030 objectives and ensure all of our students know that no matter where they come from, they will find their path to success.”
Appointed to the board in 2018, Aguinaldo brings extensive professional experience as senior director and assistant general counsel for DaVita Inc., as well as a history of advocacy in the Asian American legal community.
Vision for the Future
Bill Rawlings, also appointed to the board in 2018, will serve as vice president. A long-time educator and advocate for digital equity, Rawlings expressed enthusiasm for his new role.
“I thank my fellow board members for their confidence in me and look forward to working with President Aguinaldo to meet our student-centered goals,” Rawlings said. “We are ready to continue our vital work to provide all of our students access to a quality education, eliminating equity gaps and strengthening our communities.”
Rawlings has worked in education since 1993, currently serving in the Academic Technology & Infrastructure department at Mt. San Antonio College. He is recognized for his leadership in addressing digital equity challenges.
Chancellor’s Comments
California Community Colleges Chancellor Sonya Christian congratulated Aguinaldo and Rawlings on their new roles while expressing gratitude for Costa’s contributions as president.
“I want to congratulate President Aguinaldo and Vice President Rawlings on their selection to these important leadership roles,” Christian said. “I am grateful for their partnership, as well as the experience and expertise they bring to their new positions. Our board is in good hands as it moves forward in its unwavering commitment to meeting the needs of today’s students.”
Christian added, “I also want to thank former President Costa for her leadership over the past several years. She is a true champion for students, and her dedication to our system is second to none.”
Continuing the Mission
The California Community Colleges system serves over 2.1 million students annually across 116 colleges and 73 districts. As the board transitions to new leadership, it remains focused on implementing Vision 2030, which prioritizes equity, access, and workforce development to support the state’s social and economic mobility.
